30 percent of all babies in the U.S. are born into families where the father is
absent, and approximately 40 percent of American children live in homes in which
their fathers do not live.
Adolescent pregnant and parenting programs
have primarily focused on serving teen mothers because they are seen as being
the primary caregivers and nurturers of children.
One strategy that seems
to be very effective is to use male program staff to recruit, train and provide
services to teen fathers.
Meetings may take place during school hours
and/or be scheduled before or after school, at night or on weekends.

services are to enhance the knowledge, ability, and confidence of parents to raise
children in positive and authoritative ways.
In 1998, CICC consolidated
everything it had learned about helping parents and communities into comprehensive
projects to provide all parents in a designated community with the best education,
training, and support.
More specifically, Effective Parenting Campaigns
were begun in six Southern California counties, including Los Angeles County.
The two projects take place in the San Fernando Valley and Antelope Valley of
Los Angeles County.
Ongoing evaluation has taken place throughout the
program to determine the needs and modifications (i.e., formative evaluation,
Ayers, 1989) to the Effective Parenting Campaign.

a more stable life.
We firmly believe that the provision of support services
within a residential environment is key to our target population securing and
retaining a living wage job and eventually contributing to the overall sustainability
of our community.
Life Skill Education The Life Skill curriculum has been
developed by the staff at Jeremiah and community volunteers and is the cornerstone
of the program.
The participants' life skills are further developed through
resident council where women learn how to define their role in the Jeremiah community
and to take responsibility for furthering our mission.
Alumnae Services
Jeremiah graduates biannually participate in alumnae activities that offer peer
support and continued personal education.

Adolescent pregnancy is a complex issue requiring prevention and intervention
strategies at all stages of a child's and adolescent's life.
In order
to address adolescent pregnancy prevention, pregnancy care and parenting in a
comprehensive manner, Minnesota policies should support collaborative initiatives
that effectively promote personal responsibility, ensure academic completion,
and lead to long-term self-sufficiency.
Prevention of Adolescent Pregnancy:
Minnesota policies and programs must target resources and services to communities
and populations with highest rates of teen pregnancy.
Teen Parent Support:
Data shows that 50% of families on welfare had their first children as teens.
The keys to achieving self-sufficiency for the young parent are school completion,
parenting skill development, and living wage job skills.
